ITANAGAR, Mar 21: Former Home Minister and social worker Kabang Borang passed away this afternoon at Chennai. He was unwell for quite some time. The mortal remains of Late Borang is being brought back from Chennai and he will be laid to rest at Pasighat.
He leaves behind his wife, five children and hosts of grand children. One of his sons is the Legislator Ralom Borang who represents Mebo in East Siang at the Legislative assembly.

His role during the 1962 Chinese aggression is legendary and he is often hailed as a hero for his assistance rendered during the trying times. He played an active role in assisting the central Govt to rehabilitate the affected local population to different camps setup in Assam and overseeing their welfare. He mobilized Home Guards (Village Defence groups) to assist the central Govt and was awarded Governor’s Gold Medal twice in recognition of his commendable services rendered to the people of the state during the Chinese aggression.
1967 was another momentous year for Borang when he met the then Congress President K Kamranj who deeply influenced him with the Congress ideology. It also marked the beginning of the Congress influence in NEFA. In 1971, he formally joined the Indian National Congress as active member and was elected to NEFA Agency Council by the members (Zilla) of Siang Frontier Division.
He was also one of the first leaders of the Panchayat Raj Institutions in the NEFA.

Yingkiong cut off from rest of the state

ITANAGAR, Mar 21: The picturesque Yinkiong, district headquarters of Upper Siang is cut off from the rest of the state, after a massive landslide swept away portion of road and caused heavy blockade at 24 kilometers away from the town. The landslide was triggered by heavy rainfall.
Stones and debris are falling incessantly at the block point, which has left many passengers and vehicles stranded.
A woman reportedly received severe head injury while crossing the block point. Many vehicles including APST bus and heavy loaded trucks carrying tons of edible items are also stranded.
According to a source, restoration work is yet to be initiated either by the district administration or the BRTF.
It further informed that only earth mover which was put in service to clear up the debris is not of much use because of mechanical defect. “The restoration would be started only when earthmover is repaired” said Rajan Chatterjee, a Border Road Task Force personnel.

Arunachal opens gates to private educational institutions

ITANAGAR, Mar 21: In a major decision taken yesterday, Arunachal Pradesh cabinet approved establishment of Arunachal University at Pasighat, Arunachal University of Studies (private) at Namsai, Venkateswar Open University and Himalayan University at Itanagar, government college at Yupia, model degree college at Palin, Jairampur and Longding and two more polytechnic college one each at Miao and Charju. This was informed by Government Spokesman Nabam Rebia while giving details of Tuesday’s cabinet’s decision to media persons in a press meet this evening.
It has also approved creation of 38 numbers of Arunachal Pradesh Civil Service (APCS) posts in various ranks.
Rebia further disclosed that the cabinet has approved for establishment of Courts of Chief Judicial Magistrate cum Civil Judge (senior division) and Magistrate cum Civil Judge (junior division) and creation of 176 numbers of various categories of post, constitution of an Employment Generation and skill development Councils to help the unemployed educated youth get employment opportunities.

Apatani Bamboo take its root in Mechuka Valley
ITANAGAR, Mar 21: Future Generations Arunachal (FGA) has taken up bamboo plantation as a part of its ‘best practices programme’ in beautiful Mechuka valley with the help of community members of Apatani plateau.
In total, 1100 Apatani Bamboo (Phyllostachys Mannii) rhizomes were brought in Mechuka Valley from Hong village of Ziro and distributed to Lhalung, Dongsar, Farge, Dorjeeling, Bomjipanga and Borangang villagers. The bamboo rizhomes were in great demand in Mechuka. In fact, the quantity of rhizomes brought from Ziro could not suffice the demand of the villagers.
The bamboo plantation programme was supported by Agriculture department, Mechuka with active initiative of Sub Divisional Agriculture Officer, R K Kanaujiya.
The idea behind the initiative is to replicate best practices of the Apatani community in the Mechuka valley. As the Apatani plateau and Mechuka Valley share similar climatic and geographical features, the natural resource such as the Apatani bamboo may flourish in Mechuka valley where vast land scape is available for bamboo plantation.

Mirku villagers face water crisis

PASIGHAT, Mar 21: The people of Mirku village near Pasighat are facing acute drinking water shortage. Huge fund had already been spent for improvement of water supply system, but the situation remains the same as it was, lamented the villagers.
It is alleged that the PHE department has spent Rs. 85.36 lakh in Mirku village water supply project, but it failed to continue water supply in the villages.

SC dismisses HC directive
ITANAGAR, Mar 21: The Supreme Court of India has dismissed the judgment passed by the Gauhati High Court directing District Returning Officer, Papum Pare to produce the record of Register of voters’ counterfoils (in Form (17A) of Itanagar Assembly constituency.
The order was passed by Supreme Court Judges Deepak Verma and H.L. Gokhale while granting a leave petition filed by appellant Markio Tado to quash the Gauhati High Court order passed against a Miscellaneous Case (EP) No. 05(AP) 2010 in election petition No 01 (AP)/2009 filed by respondent Takam Sorang.
“In our view the order passed by the learned Single Judge is illegal and unsustainable,” both the judges observed after thoroughly examining the merit of the HC directive.
It may be mentioned here that Sorang had filed an election petition as well as an interlocutory application in Gauhati High Court in 2009 for calling of records of register of voters’ counterfoils of Itanagar Assembly constituency alleging double enrollment. However, the HC had rejected the petition. Again, Sorang had filed another miscellaneous application on the same matter after few months of rejection of his earlier petition.
Tado had to knock the door of SC after his petition challenging Sorang’s election petition was rejected by Gauhati High Court.
‘Stick to guidelines’
ITANAGAR, Mar 21: All East Kameng Contractor’s Welfare Association (AEKCWA) urged the executing agencies to strictly adhere to the guidelines under various centrally sponsored schemes including special plan assistance schemes, border area development programme and Pradhan Mantri Gram Sadak Yojna which are being implemented in East Kameng district.
The Association said that various departments do not comply with the guidelines in the district which resulted in poor quality of works.

Restore IG Park’s lost glory
Dear Editor,
It’s really heartening to see some few plunging in to save the lone park of the capital (IG Park) from further destruction. The initiation a little late but step taken is praiseworthy.
Recalling the innocent past, said in the glory of IG parks, when I was a kid then – ‘IG park bahut badha aur sundhar hei, Itanagar me rehne se dhin bhar hum usme bahut khelne aur gumneh dil hota hei ’ (IG park is so big and beautiful, when I am in Itanagar, I feels like playing and hanging in the park whole day).
Now when I see the present view of the park, it’s sad to see the diminishing glory of the park day by day.
Indira Gandhi Park since late 2000 has been acting in a forceful mode of entertaining everyone, being transformed into a hub of festivals and gatherings. Peoples now hardly flogs in large daily, they just wait for the festivals to brighten the park, to enthrall their mood.
Those were the days when the park used to smile, witnessing many players of different age, playing their respective concerned part in the park daily from dusk till dawn. With the fast changing years, the park being ignored, the players too have decreased. Most of the greenery part of the park has almost been plastered with mud and dust, the flowers hardly blooms, the stream that used to flow is now begging for water, the park lane crying everyday for maintenance and the area of the park slowly and steadily decreasing its width and length but alas!, no one hearing the pleas.
The construction of conventional hall causing a threat to the park is just a one piece of concern raised; if we have to really take a big leap in saving the park, then I feel the inclusion of all the aspects of threats that are attacking the park too must be included alongside the voice raised.
Charity begins at home as said, but if the charity is done by destroying owns precious possessions, then that charity work done is always not praise worthy, hopes the state govt. cares to think of the negative impact before it’s too late to rectify it and chalk out a well planned strategy to restore IG parks lost glory.
Lastly, the atmosphere is changing; global warming is already a threat worldwide. Let’s start the ‘Save Game’ in our own way and ‘Go green.’

In addition to my previous letter “Revive the lost glory of Pasighat” I would like to highlight some more facts about Pasighat which has happened in past few years. The infrastructure are in ruin. APST station is in dilapidated condition, need urgent face lift. The sumo station do not have toilet and urinal facility, which should have mandatory. District administrators should be blamed for not having such facilities.
JNC needs massive face-
I am deeply concern to see the Raneghat Bridge over Siang, which took nearly 25 years to complete, yet there appears to be a fault in the construction alignment. I am not the expert but to my layman eye there is fault. Bridge should be either perfect straight line or evenly curved. There is asymmetry in the bridge; there is a kink at the eastern end. I hope engineering expert has noticed the way my layman eye has. If there is any natural disaster like the 2000 Siang flood or earthquake, then bridge is likely to break at the kink.
Road safety authority should inspect the bridge on a regular interval; otherwise it is disaster waiting to happen in future.
Pasighat still has beautiful layout compared to other town. If there is vision in the mind of leaders, indigenous people, administrators and various luminaries of present and past, Pasighat has every potential to develop up to the expectation not like Itanagar where infrastructures are simply not coping with the phase of development. Need of the hour at this time is strong infrastructure, good roads/streets, proper town planning, good medical and education centres. Investment from other states will come automatically if infrastructures are good. Hope this letter will bring awareness to the people to works towards the upliftment of our beloved historic town and help them to be example for rest of Arunachal.

This is in reference to the news item “AASSATA unit threatens hunger strike” (March 20).
We would like to clarify here that no such ultimatum has been served to the district authority since we believe that DDSE and district authority has nothing to do with the releasing of salaries and arrears until the central govt. (MoHRD) releases the fund for the entire state. The association is in constant touch with state Govt. regarding payment and arrear of our SSA teacher.
It is fact that we are really facing very tough time at this age of sky rocketing prices of essential commodities to maintain the livelihood for self and our family, especially our school going children for admission. But at the same time we have to honor the words given to us, to fulfill the demand within stipulated time by the Chief Minister and Education Minister. Since, the time taken by the Govt has yet not expired, so being Govt. employees we need to keep patient and wait for the positive outcome.
Further, Lower Subansiri district unit has nothing to do with the article published on March 20. We also appeal to all the SSA teachers to avoid such kind of baseless news item in local dailies and other audio visual media in near future.
We, therefore AASSATA district Unit Lower Subansiri district strongly condemn such deeds of impersonate AASSATA official by some unknown persons. Such act creates mere misunderstanding amongst teaching fraternity of SSA as well as district authority and state Govt.

Punish the culprits
Dear Editor,
Recent desecration of the statues of the Father of the Nation Mahatma Gandhi and Dr D Ering by the miscreants at Pasighat created a shock wave across the state. Today they vandalized the statues of Bapuji and Dr Ering, tomorrow they may try to attack the political leaders and other dignitaries of the state.
